Review
Redevelopment of Binckhorst, The Hague
From Monday the 13th February 2006 until Friday the 17th, an entire week that was in the light of the Consultancy Week 2006 for its commission, its 25 ambitious real estate participants and the organisations supporting this important annually returning FRESH activity. In the minds of the people involved, this successful week can be recalled as an unforgettable, educational and foremost amusing experience!
Fakton, the organisation providing the framework of simulation game, is becoming a familiar organisation and an important driver for the Consultancy Week’s fundamentals. This year Fakton participated as well and supported FRESH on many aspects.
The game could not be successful without an illustration. 2006’s case is assigned to the industrial area Binckhorst in The Hague. The Development Corporation of The Hague gave a helping hand on the information needed for the case, which can be considered as one of the most significant areas for the future of The Hague.
Unfortunately, a game and its case is not enough to achieve a successful Week for the participants and the organisations which backed them up by giving consults and interesting presentations related to the redevelopment process. On this area Regus supported us by accommodating us in one of its offices: The Haagsche Hof in The Hague.
Hereby the organisation would like to show its gratitude to all who supported this invaluable event, especially Fakton and the Development Corporation of The Hague. More concerning the week can be found on the submenus on this site.

Game framework
During the Consultancy Week a simulation game provided by Fakton will be used to support the participants in solving an actual case to redevelop an industrial area in The Hague. Each participant will be placed in the roles of investors, project developers, housing corporation or local authorities.
Different consortia will be formed. The participants have to negotiate with their consortium partners and the local authority. From the viewpoint of their role they have to form a vision and approach to the development site. This vision will extend from town and country planning aspects to financial aspects. They will go through the complete time span of the redevelopment to experience how choices made will influence the outcome in a later stadium, this to maximize the learning element.
In the end, based on several different criteria as financial outcome and negotiating skills, one consortium will win the competition after presenting it to a professional panel.
Case
The municipality of The Hague has been redeveloping the city centre for many years. The project “Den Haag Nieuw Central” for example led to a unique area integrated in the historical heart of the city.

In 1904 the industrial area Binckhorst became a fact. It is near the centre of The Hague at the Eastern city border with Voorburg between several railroads on the trajects Rotterdam – Amsterdam and The Hague – Utrecht. Binckhorst thanks her name to the former Binckhorst polder and castle.
In the beginning Binckhorst was allocated to industrial activities. In the mean time office and residential functions were rising which created an unstructured and old totality. This area needs to be renewed. Plans are being scheduled since 2003 the municipality’s vision. Actual developments and the location are offering defiant chances for the future of this area. This redevelopment project will be an impulse for the development of employment and economic structure of The Hague.
Several aspects need to be reviewed during the redevelopment of this area:
- The area should reserve possibilities for new economic functions and innovative industries;
- Cultural activities and facilities;
- An environment with the functions living and working;
- Integration with the urban environment and infrastructure of the city centre.
More issues will be announced later which will be considered for a new vision of the area.

For the Consultancy Week 25 students are selected upon their motivation and background. They will each represent a specific role in teams to compete each other for the entire week. One team will represent the municipality and is more general in a strategical context, meaning they will determine the conditions and evaluate the plans of different consortia competing for the Binckhorst area.
